To transfer ownership, you must complete the "Transfer by Owner" section on the back of your Certificate of Title. You need to:
Enter the buyer's full name and address.
Fill in the exact odometer reading.
Enter the date of the sale.
Sign and print your name exactly as it appears on the front of the title.
Do not use white-out or erase mistakes. Any alterations can void the title, requiring you to apply for a duplicate before you can complete the sale.
You cannot legally sell a vehicle without a title in Connecticut if the vehicle is less than 20 years old. If your title is lost, stolen, or damaged, you must apply for a replacement title using the Application for Replacement Certificate of Title (Form H-6B). If there is a lien on the vehicle, you must pay off the loan first. The lender will then release the lien, allowing you to obtain a clear title to sign over to the buyer.
For vehicles that are 20 model years old or older, Connecticut does not require a title. To sell one of these vehicles, you must provide the buyer with a supplemental assignment of ownership form (Form Q-1) or a detailed Bill of Sale, along with the most recent registration certificate.
Yes. A Bill of Sale is required for all private vehicle sales in Connecticut. It serves as a legal receipt and proof of the purchase price, which determines the sales tax the buyer will pay. You should use the official Bill of Sale (Form H-31). This document must include:
The vehicle's year, make, model, and VIN.
The purchase price and date of sale.
The full names and addresses of both the seller and the buyer.
Signatures from both parties.
Both parties should keep a signed copy for their records.
No. Private sellers do not collect sales tax. The buyer is responsible for paying the applicable 6.35% (or 7.75% for vehicles over $50,000) sales tax directly to the DMV when they register the vehicle in their name.
Generally, no. Connecticut does not require a safety inspection for standard private vehicle sales if the car has been previously registered in the state. However, the buyer will need to have an emissions test if the vehicle is four model years old or older and the current test has expired. Providing a current, passing Vehicle Inspection Report (VIR) can make your car more attractive to buyers.
In Connecticut, the license plates belong to the seller, not the vehicle. You must remove your license plates before the buyer takes possession. Do not let the buyer drive away with your plates. You can transfer them to another vehicle you own or cancel them online or by returning them to the DMV.
