To transfer ownership, you must complete the "Assignment of Ownership" section on the back of your Certificate of Title. You need to:
Enter the buyer's full name and address.
Fill in the exact odometer reading.
Enter the final purchase price and the date of sale.
Sign your name exactly as it appears on the front of the title.
Do not use white-out or make any corrections, as this can void the title. If the vehicle has a lien, the lienholder must also sign the "Lien Release" section.
You cannot sell a vehicle without a title. If your title is lost or damaged, you must apply for a duplicate title from the MVA before the sale. If you have an outstanding loan on the car, you must pay it off completely. Your lender will then provide you with a lien release document (Form VR-217) or sign off on the title itself, allowing you to give a clear title to the buyer.
Yes. In Maryland, it is the seller's responsibility to have the vehicle pass a Maryland Safety Inspection at a licensed inspection station before selling it. You must provide the valid inspection certificate, which is good for 90 days from the date of issuance, to the buyer. The buyer will need this certificate to title and register the vehicle.
The main exception is if you sell the vehicle to a family member (spouse, parent, child, or sibling), in which case the inspection may not be required for the transfer. Also, if the vehicle is sold as "for parts or restoration" and will not be driven, you can sell it without an inspection, but the title must be clearly marked accordingly.
Yes. A Bill of Sale is required for a private vehicle sale, especially if the purchase price is less than the book value or the vehicle is a gift. The MVA provides an official Bill of Sale (Form VR-181). It must be notarized if the sale price is below the NADA clean retail value and the vehicle is seven years old or newer. The Bill of Sale should include:
Vehicle details (year, make, model, VIN).
The purchase price and date of sale.
The full names and signatures of both the seller and the buyer.
In Maryland, the license plates belong to the seller, not the car. You must remove your license plates from the vehicle before the buyer takes possession. You can then transfer the plates to another vehicle you own or return them to an MVA office to cancel the registration and insurance. Never let a buyer drive away with your plates.
Always prioritize your safety. Arrange to meet in a public, well-lit, and busy location. Many Maryland State Police barracks offer "Safe Exchange Zones" in their parking lots for these types of transactions. A bank or major retail center are also good choices. Never invite a stranger to your home. When a buyer wants a test drive, check their driver's license and always accompany them.
