To transfer ownership, you must complete the "Assignment of Title" section on the back of the Certificate of Title. You need to:
Enter the buyer's full name and address.
Fill in the date of sale.
Enter the odometer reading. This is required for vehicles from the 2011 model year or newer.
Sign and print your name exactly as it appears on the front of the title.
Do not use white-out or erase mistakes. Any alterations can void the title, requiring you to obtain a replacement before selling the car.
Iowa has a specific requirement regarding vehicle condition. If the vehicle you are selling is seven model years old or newer, you must complete a Damage Disclosure Statement. This is often printed on the back of newer Iowa titles. If it is not on the title, you must fill out a separate Damage Disclosure Statement (Form 411108). This document informs the buyer if the car has ever sustained significant damage (exceeding 50% of its value) prior to the sale.
You cannot sell a vehicle without a title in Iowa. If yours is lost or destroyed, you must apply for a replacement title at your local County Treasurer's office using Form 411033 (Application for Replacement of Iowa Certificate of Title to a Motor Vehicle). If there is an active lien on the car, you must pay off the loan and get a lien release before you can transfer a clear title to the buyer.

No. Iowa does not require a safety inspection or emissions testing for private vehicle transfers. You are selling the car "as-is," meaning you generally don't have to provide a warranty. However, you must be truthful about the mileage and, as mentioned, provide a Damage Disclosure Statement for newer vehicles.
In Iowa, the license plates follow the seller, not the car. You must remove your license plates before the buyer takes possession. Do not let the buyer drive away with your plates. You have a few options for the plates:
Transfer them: Put them on a replacement vehicle you buy within 30 days.
Return them: Turn them in to your County Treasurer. If you do this, you may be eligible for a refund on the remaining registration fees (if the amount is $10 or more).
