To transfer ownership, you must complete the "Assignment by Owner(s)" section on the back of your Certificate of Title. You need to:
Enter the buyer's full legal name and address.
Fill in the exact odometer reading.
Enter the date of the sale.
Sign your name exactly as it appears on the front of the title. All owners listed must sign.
Do not use white-out or erase mistakes. Any alterations can void the title, requiring you to apply for a duplicate before you can complete the sale.
You cannot legally sell a vehicle without a title in Hawaii. If yours is lost, stolen, or damaged, you must apply for a duplicate title from your county's DMV office. If there is a lien on the vehicle from a loan, you must pay off the loan completely. The lender will then provide you with a lien release, which is required to obtain a clear title to provide to the buyer.
While the title is the primary transfer document, a Bill of Sale is highly recommended. It serves as a legal receipt for both parties. The buyer will also need it for registration. The Bill of Sale should include:

The purchase price and date of sale.

This is a critical step. Within 10 days of the sale, you must submit a Notice of Transfer of Ownership to your county's DMV. This form is often attached to the bottom of the vehicle's registration certificate. Submitting this notice protects you from liability for any parking tickets, abandoned vehicle fees, or accidents that occur after the date you sold the car.
Yes. Hawaii law requires that a vehicle have a valid, current safety inspection certificate at the time of sale. It is the seller's responsibility to provide this to the buyer. Selling a vehicle without a valid safety check can create issues for the buyer and potential liability for you.
No. Private sellers do not collect the General Excise Tax (GET). The buyer is responsible for paying any applicable state and county weight taxes directly to the DMV when they register the vehicle in their name.
In Hawaii, the license plates stay with the vehicle. You must leave the license plates on the car when the buyer takes possession. The new owner will transfer the registration and plates into their name. Once you have submitted the Notice of Transfer, your liability for the plates and vehicle ends.
