Yes. As the seller, you are responsible for providing the buyer with a current, passing safety inspection certificate. The inspection must have been completed no more than 60 days before the date of sale. The buyer will need this certificate to title the vehicle. If the buyer is not a Missouri resident, they do not need a Missouri safety inspection.
A safety inspection is not required if the vehicle is within the first 10 model years or has traveled less than 150,000 miles, unless the buyer lives in a county that requires emissions testing (St. Louis City, St. Louis County, Franklin, Jefferson, or St. Charles counties). In those counties, an emissions inspection is also required.
Yes. Missouri law requires a Bill of Sale for all private vehicle sales. You can use the state's official Bill of Sale (Form 1957) or create your own document. It must include the following:

The purchase price and date of sale.
The full names and addresses of both you and the buyer.
Both you and the buyer should sign the Bill of Sale, and each should keep a copy for your records as proof of the transaction.
No. Private sellers do not collect sales tax. The buyer is responsible for paying state and local sales tax directly to the Department of Revenue when they title and register the car in their name.
After selling your vehicle, you must submit a Notice of Sale (Form 5049) to the DOR within 30 days. You can submit this form online or by mail. Filing this notice is a critical step that helps release you from liability for any traffic tickets, toll violations, or accidents involving the car after the date of sale.
In Missouri, the license plates belong to the seller, not the car. You must remove your license plates before the buyer drives the vehicle away. You can then transfer these plates to a new vehicle you purchase or return them to a license office.
To transfer ownership, you must complete the "Assignment of Title" section on the back of the Certificate of Title. You need to:
Print the buyer's full name and address.
Enter the purchase price and date of sale.
Record the exact odometer reading (without tenths of a mile).
Sign and print your name exactly as it appears on the front of the title.
Crucially, you must not sign the title until you are with the buyer, as any alterations or signing in the wrong area can void the document. It is also highly recommended to have the title assignment notarized to prevent fraud, though it is not strictly required if the vehicle is not subject to a lien.
