To transfer ownership, you must complete the "Assignment of Title" section on the back of your Certificate of Title. You need to:
Enter the buyer's full name and address.
Fill in the exact odometer reading.
Enter the date of the sale and the final purchase price.
Sign and print your name exactly as it appears on the front of the title.
Crucially, your signature must be notarized. You and the buyer must go to a notary public, licensed tag agent, or authorized PennDOT agent together. Do not sign the title until you are in their presence. They will verify your identities and witness the signatures to complete the transfer.
You cannot sell a car without a title. If your title is lost or damaged, you must apply for a duplicate title using Form MV-38O (Application for Duplicate Certificate of Title). If you have an outstanding loan, you must pay it off completely. Your lender will then release the lien, allowing you to obtain a clear title from PennDOT to provide to the buyer.

No. Private sellers do not collect sales tax. The buyer is responsible for paying the 6% state sales tax (plus any local taxes) directly to the authorized PennDOT agent when they transfer the title into their name.
In Pennsylvania, the license plates belong to the seller, not the vehicle. You must remove your license plates before the buyer drives away. You can then transfer the plates to another vehicle you own within 30 days or return them to PennDOT to cancel the registration. Never let a buyer drive away with your plates.
