To legally transfer ownership, the seller must sign the back of the original Georgia Certificate of Title in the designated "Seller" section. Georgia does not require a notary signature for a standard vehicle title transfer. You will take this signed document directly to the Baker County Tax Commissioner's office in Newton to complete the transfer process.
You do not pay standard sales tax on private party cars in Georgia. The state applies the Title Ad Valorem Tax (TAVT) to these sales instead. This rule covers casual sales between private individuals.
Although you are exempt from standard sales tax, you must pay the one-time TAVT when you apply for the title and license plate. The state calculates this tax based on the fair market value of the vehicle, rather than your agreed purchase price. Along with the TAVT, you will pay a standard title transfer fee of $18 and a license plate registration fee of $20.
In Georgia, the license plate stays with the seller. The state registers plates to an individual, not the vehicle itself. The seller must remove their plate before you take possession of the car. Never drive the vehicle with the seller's plates still attached.
A listed lien means a bank or lender still has a financial claim on the vehicle. You can check the front of the Georgia title for any active lienholders. If a lien exists, the seller must give you a completed and signed lien release document (Form T-4) from their bank before you can secure a clear title.
