No. Barrow County is completely outside of Georgia's 13-county mandatory emissions testing zone. You do not have to pass an emissions test to register a car to a Barrow County address.

In Georgia, the license plate stays with the seller. The state registers plates to people, not to cars. The seller must take off their plate before they give you the keys. You should never drive the car with the seller's license plate still on it.
