To legally transfer ownership, the seller must sign the back of the original Georgia Certificate of Title in the designated "Seller" section. You will take this signed document directly to the Glynn County Tax Commissioner's office in Brunswick to finish the transfer process.
You will pay standard title and registration fees, along with the TAVT, when you put the car in your name. The state bases the TAVT on the fair market value of the car, not the exact price you paid the seller. You pay this tax only once.
In Georgia, the license plate stays with the seller. The state registers plates to an individual, not the vehicle itself. The seller must remove their plate before you take possession of the car. Never drive the vehicle with the seller's plates still attached.
Always prioritize your safety by meeting in a public, well-lit area during daylight hours. Excellent options include:
1. The public parking lot of the Brunswick Police Department or the Glynn County Sheriff's Office.
2. A busy commercial parking lot near the Golden Isles Parkway or Glynn Place Mall area.
3. A local bank parking lot, which also provides a secure place to withdraw cash or obtain a cashier's check.
Carefully inspect the title document before handing over any money. Ask to see the seller’s government-issued ID and ensure the name matches the printed title perfectly. You must also verify that the Vehicle Identification Number (VIN) printed on the title perfectly matches the physical VIN on the car’s dashboard and driver-side door jamb.
If the seller cannot locate the original title, they must apply for a replacement title (Form MV-1) from the Georgia Department of Revenue before they can legally sell the vehicle. Do not exchange money for a car without receiving a properly signed, original title in your hand.
