No. Candler County sits entirely outside of Georgia's mandatory vehicle emissions testing zone. You do not need to pass an emissions test to register a vehicle to an address in Metter or anywhere else within the county borders.
To legally transfer ownership, the seller must sign the back of the original Georgia Certificate of Title in the designated "Seller" section. You will take this signed document directly to the Candler County Tax Commissioner's office in Metter to finish the transfer process and put the car in your name.
