No. Chatham County sits completely outside of Georgia's 13-county mandatory emissions testing zone. You do not need an emissions test to register a vehicle to an address in Savannah, Pooler, Tybee Island, or anywhere else in the county.
To legally move ownership, the seller must sign the back of the original Georgia Certificate of Title. Every owner listed on the front must sign as a seller. Bring your signed title to a Chatham County Tax Commissioner’s Office, like the main office in downtown Savannah or the Southside location, to finish the transfer and put the car in your name.
We strongly suggest using the official Georgia Department of Revenue Form T-7 (Bill of Sale). This form acts as your receipt and protects both you and the seller from future fights over the price, date, or car condition. Make sure it shows the exact VIN, car details, sale price, date, and signatures from both people.
Always put your safety first by meeting in a public, well-lit place during the day. Great spots in Chatham County include the parking lots of the Savannah Police Department precincts, the Chatham County Sheriff's Office, or a busy commercial shopping center in Pooler during normal business hours.
Before you hand over any money, look closely at the paper title. Ask to see the seller’s government-issued ID to make sure their name matches the name printed on the title. You must also check that the Vehicle Identification Number (VIN) on the paper title exactly matches the VIN on the car’s dashboard and driver-side door jamb.
