No. Columbia County sits completely outside of Georgia's 13-county mandatory emissions testing zone. You do not need an emissions test to register a vehicle to an address in Columbia County.
To legally move ownership, the seller must sign the back of the original Georgia Certificate of Title. Every owner listed on the front must sign as a seller. Bring your signed title to the Columbia County Tax Commissioner’s Office, located in Evans or Grovetown, to finish the transfer and put the car in your name.
We strongly suggest using the official Georgia Department of Revenue Form T-7 (Bill of Sale). This form acts as your receipt and protects both you and the seller from future disputes over the price, date, or car condition. Make sure it shows the exact VIN, car details, sale price, date, and signatures from both people.
In Georgia, the license plate stays with the seller. The state links plates to a person, not the car. The seller must take off their plate before you drive away. Do not drive the car with the seller's plates still attached.
Georgia gives you a strict seven-day grace period to drive your newly bought car without a license plate. Keep the fully signed, dated Bill of Sale, the properly signed title, and your proof of insurance inside the car to drive legally during this week. These papers prove to police officers that you just bought the vehicle.
A lien means a bank or lender still has a financial claim on the vehicle. Look at the front of the Georgia title to find any active lienholders. If you see a lender listed there, the seller must hand you an official paper lien release from that bank before you can get a clear title in your name.
