No. Crawford County sits entirely outside of Georgia's mandatory vehicle emissions control area, which only includes the 13 counties surrounding metro Atlanta. You do not need an emissions test to register a vehicle to a Crawford County address.
To legally transfer ownership, the seller must sign the back of the Georgia Certificate of Title in the designated seller section. Unlike some other states, Georgia does not require this signature to be notarized to be valid. You must then take this signed title, along with your Georgia driver's license, proof of insurance, and a completed MV-1 form, to the Crawford County Tax Commissioner's Office to finalize the transfer.
Although you are exempt from traditional sales tax, you will be responsible for paying the Title Ad Valorem Tax (TAVT) when you title the car in your name. The TAVT is a one-time tax based on the vehicle's state-assessed fair market value, not the actual purchase price. You must also pay standard administrative fees, which include an $18 title fee and a $20 standard license plate registration fee.
In Georgia, the license plate stays with the seller. Plates are registered to an individual, not the vehicle. The seller is required by law to remove their plate before you take possession of the car. Do not drive the car with the seller's plates on it.
Since the seller keeps their plate, Georgia allows you a seven-day grace period to drive the vehicle without a license plate. To drive legally during this short window, you must carry the properly signed and assigned original title, a dated Bill of Sale, and proof of active Georgia auto insurance in the car with you at all times. This proves to law enforcement that you just purchased the vehicle.
