No. Kingsland is located in Camden County, which sits completely outside of Georgia's 13-county mandatory vehicle emissions control area. You do not need to pass an emissions test to register a vehicle to a home address here.
To legally transfer ownership, the seller must sign the back of the original Georgia Certificate of Title. Every owner listed on the front must sign as a seller. Bring your properly signed title to the Camden County Tax Commissioner’s Office in Kingsland or Woodbine to complete the transfer and put the car in your name.
You will be responsible for paying standard title and registration fees, plus the TAVT, when you put the car in your name. The state calculates the TAVT based on the fair market value of the vehicle determined by the Department of Revenue, not the cash amount you handed the seller.
In Georgia, the license plate stays with the seller. Plates are registered to an individual, not the vehicle. The seller is required by state law to remove their plate before you take possession of the car. Do not drive the car with the seller's plates still attached.
Before you hand over any money, carefully inspect the physical title document. Ensure the seller’s name on the title perfectly matches their government-issued ID. Critically, verify that the Vehicle Identification Number (VIN) on the paper title exactly matches the VIN on the car’s dashboard and driver-side door jamb.
A lien means a bank or lender still has a financial claim on the vehicle. Look at the front of the Georgia title to find any active lienholders. If you see a lender listed, the seller must provide you with an official paper lien release document from that bank before you can get a clear title in your name.
