No. Lamar County sits completely outside of Georgia's mandatory 13-county vehicle emissions testing area. You do not need to pass an emissions inspection to register a vehicle to a Barnesville, Milner, or other Lamar County address.
To officially transfer ownership, the seller must sign and date the "Seller" section on the back of the original Georgia Certificate of Title. Georgia does not require a notary signature for a standard title transfer. You will take this signed title to the Lamar County Tax Commissioner's office in Barnesville to complete the process.
Yes. When looking at private cars for sale, we strongly recommend using the official Georgia Department of Revenue Form T-7 (Bill of Sale). The local tag office often requires it to process your paperwork. This form serves as your official receipt, establishes the exact transaction date, and protects both parties. It must include the VIN, vehicle details, sale price, date, and signatures of both the buyer and seller.
You do not pay traditional sales tax on private party cars in Georgia. Instead, the state subjects these sales to the Title Ad Valorem Tax (TAVT). You must pay this one-time tax when you apply for the title and registration at the county tag office.
You are responsible for paying the TAVT. The state calculates this tax based on the fair market value of the vehicle, not your agreed purchase price. Along with the TAVT, you will pay a standard title transfer fee of $18 and a license plate registration fee of $20.
