To legally transfer ownership, the seller must sign and date the "Seller" section on the back of the original Georgia Certificate of Title. You do not need a notary signature for a standard transfer in Georgia. You will take this signed document to the Lee County Tax Commissioner's office in Leesburg to finish the process.
You are responsible for the TAVT. The state figures this tax based on the fair market value of the vehicle, not your agreed purchase price. Along with the TAVT, you will pay a standard title transfer fee of $18 and a license plate registration fee of $20.
In Georgia, the license plate stays with the seller. The state registers plates to an individual, not the vehicle. The seller must remove their plate before giving you the keys. Never drive the car with the seller's tags still attached.
Georgia gives buyers looking at cars for sale by owner a strict seven-day grace period. You have exactly seven days from the date on your completed Bill of Sale to register the vehicle. To drive the car legally during this time, you must keep the original signed title and the dated Bill of Sale inside the vehicle at all times.
