No. Madison County sits entirely outside of Georgia's mandatory vehicle emissions testing zone. You do not need an emissions test to register a vehicle to an address in Danielsville, Comer, Colbert, or anywhere else within the county borders.
To legally transfer ownership, the seller must sign the back of the original Georgia Certificate of Title in the designated "Seller" section. Georgia does not require a notary signature for a standard vehicle title transfer. You will take this signed document directly to the Madison County Tax Commissioner's office in Danielsville to complete the transfer process.
We strongly recommend using the official Georgia Department of Revenue Form T-7 (Bill of Sale), even if the local tag office does not strictly demand it. This document acts as your official receipt. In Georgia, the license plate stays with the seller. The state registers plates to an individual, not the vehicle itself. The seller must remove their plate before you take possession of the car. Never drive the vehicle with the seller's plates still attached.
