No. Montezuma and all of Macon County sit completely outside of Georgia's mandatory vehicle emissions testing zone. You do not need an emissions test to register a vehicle to an address anywhere within the county borders.
To legally transfer ownership, the seller must sign the back of the original Georgia Certificate of Title in the designated "Seller" section. You will take this signed document directly to the Macon County Tax Commissioner's office, located in the nearby county seat of Oglethorpe, to finish the transfer process.
We strongly advise using the official Georgia Department of Revenue Form T-7 (Bill of Sale). This document acts as your official receipt. It protects both you and the seller from future disputes about the sale price, date, or vehicle condition. Make sure it includes the VIN, vehicle details, exact sale price, date, and signatures from both parties.
You do not pay standard sales tax on private party cars in Georgia. The state applies the Title Ad Valorem Tax (TAVT) to these sales instead. This rule covers casual sales between private individuals.
You will pay standard title and registration fees, along with the TAVT, when you put the car in your name. The state bases the TAVT on the fair market value of the car, not the exact price you paid the seller. You pay this tax only once.
In Georgia, the license plate stays with the seller. The state registers plates to an individual, not the vehicle itself. The seller must remove their plate before you take possession of the car. Never drive the vehicle with the seller's plates still attached.
