Yes. Because Mountain Park straddles the border of Fulton and Cherokee counties, you must comply with the metro area emissions rules. The seller must provide you with a valid, passing Georgia emissions certificate before you pay for the vehicle. You cannot complete your registration without this paperwork.
The current owner must sign the designated seller block on the back of the Georgia Certificate of Title to release their claim to the car. You skip the notary public for a standard in-state transfer. Bring the signed title and your bill of sale directly to either the Fulton or Cherokee County Tax Commissioner's office, depending on your exact residential address.
We firmly suggest that you and the seller fill out a Georgia Form T-7 Bill of Sale. This crucial document acts as your final receipt and protects you from later arguments about the agreed price or the car's condition. Your local county tag office also requires this form to process your new title application.
Georgia ignores traditional sales tax for private vehicle purchases. The state charges a Title Ad Valorem Tax (TAVT) instead. You pay this one-time fee based entirely on the state's calculated fair market value for the car. This government value stays completely separate from the actual cash you hand to the seller.
Along with the mandatory TAVT, you need to pay the standard state administrative charges. These fees cover the cost to print your new paper title and issue your yearly license plate. You pay these costs directly to the county tag office agent when you submit your documents.
State rules clearly assign license plates to the driver, not the car itself. The seller must unscrew their tags before giving you the keys. You must never drive your newly purchased vehicle while the previous owner's license plate stays attached to the bumper.
