No. Toombs County sits completely outside of Georgia's mandatory vehicle emissions control area. The state only requires emissions testing in 13 counties around the immediate metro Atlanta region. You do not need an emissions test to register a vehicle to a Toombs County address.
To legally transfer ownership, the seller must sign the back of the Georgia Certificate of Title. You and the seller must fill out the assignment section completely. Once you have the assigned title, take it to the Toombs County Tax Commissioner's Office located in Lyons. You will also need a completed Form MV-1 (Title/Tag Application), your valid Georgia driver's license, and proof of active auto insurance.

In Georgia, the license plate stays with the seller. Plates are registered to the individual, not the vehicle. The seller must remove their plate and cancel their registration before you take possession of the car. Never drive the car with the seller's plates on it.
Georgia law gives you seven days from the date of purchase to register a vehicle bought in a private sale. To drive your newly purchased car home legally without a license plate, you must carry the properly assigned title, a dated Bill of Sale, and proof of active Georgia liability insurance inside the vehicle at all times.
