To transfer ownership, the seller must fill out and sign the seller's section on the back of the original Georgia Certificate of Title. You then take the signed title, your driver's license, and proof of insurance to the Turner County Tag Office in Ashburn to officially transfer the title into your name.
Always meet in a public, well-lit area during daylight hours. Good options in Turner County include:
1. The parking lot of the Ashburn Police Department or the Turner County Sheriff's Office.
2. A busy shopping center or grocery store parking lot in Ashburn.
3. The parking lot of your local bank, which also helps if you need to withdraw funds or complete a secure transaction.
Before handing over any money, ask to see the seller's government-issued ID and make sure it matches the name printed on the front of the title. You must also check that the Vehicle Identification Number (VIN) on the title perfectly matches the VIN plate on the car's dashboard.
Look at the front of the title to see if any lienholders are listed. If a bank or lender is listed, the seller must provide an original, signed lien release document. You cannot get a clear title in your name until the previous lien is fully satisfied and released.

If the seller cannot find the original title, they must apply for a replacement title through the Georgia Department of Revenue before they sell the car to you. Never buy a vehicle without receiving a physical, properly signed title.
