To officially transfer ownership, the seller must sign and date the "Seller" section on the back of the original Georgia Certificate of Title. Georgia does not require a notary signature for a standard title transfer. You will take this signed title to the White County Tax Commissioner's office in Cleveland to complete the process.
You do not pay traditional sales tax on private party cars in Georgia. Instead, the state subjects these sales to the Title Ad Valorem Tax (TAVT). You must pay this one-time tax when you apply for the title and registration at the county tag office.
You are responsible for paying the TAVT. The state calculates this tax based on the fair market value of the vehicle, not your agreed purchase price. Along with the TAVT, you will pay a standard title transfer fee of $18 and a license plate registration fee of $20.
In Georgia, the license plate belongs to the seller. Plates are registered to an individual, not the vehicle itself. The seller must remove their plate before handing over the keys. Never drive the car with the seller's plates still attached.
Georgia provides a strict seven-day grace period for buyers looking at cars for sale by owner. You have exactly seven days from the date written on your completed Bill of Sale to register the vehicle. To legally drive the car during this window, you must keep the original signed title and the dated Bill of Sale inside the vehicle at all times.
